Research work is governed by a different question from delivery work. Delivery asks how long it will take; research asks whether it is possible at all. Treating the second as though it were the first is how programmes commit budget to an assumption nobody has tested.
What constrains the engineering here
The deliverable is an answer, not a product
A study that concludes an approach will not work has done its job. That only holds if the question was framed sharply enough to be answerable.
Scope has to be bounded hard
Research expands to fill available time. A single question with a defined deliverable and a fixed price is what keeps it useful.
Negative results need to survive
The finding has to be documented well enough that nobody repeats the work in two years having forgotten the conclusion.
Grant work carries external structure
Where funding is involved, deliverables and reporting are defined by somebody else, and the engineering has to fit that shape.
Where our scope ends
This is applied engineering research. We work where the physics is understood and the open question is whether it can be made to work inside real constraints, not on speculative invention.
